The Flemish government concluded a new framework contract for external support for strategic and stakeholder management in November 2023. Through this framework contact, boards can contact us (and the other partners in our collective) directly for advice and guidance in these areas.

Strategic questions can concern both policy themes (multi-year planning, spatial-economic strategy, objectives cascade, KPIs,...) and organizational themes (HR, finance, digitalization, service & spatial design,...). Stakeholder management is about involving stakeholders in the preparation, elaboration, implementation or evaluation of the strategy.

Who can work through the framework contract?

  • All Flemish departments and agencies
  • Community education
  • The Flemish Community Commission (FCC)
  • County boards
  • Cities and towns, CPASs.
  • Intermunicipal partnerships

How to proceed.

To order through the framework contract, there are two modes of operation according to the size of the contract:

  • For orders up to €75,000 excluding VAT, the cascade system is followed. This means that the order is offered to the first ranked service provider. If the latter does not have the capacity or expertise, the second comes next and so on.
  • For assignments above €75,000 excl. VAT, mini-competition applies. The five agencies that were retained by the Flemish government can enter and compete for the contract.

The Argonauts are part of the IDEA Collective which consists of: IDEA Consult, MONDEA, The Argonauts, Impact Public Sector Advisors, Tweeperenboom and Uncapped. We are ranked first for the strategic management plot and third for the stakeholder management plot. This means that for strategic assignments ≤ €75,000 the assignment is offered first to our collective, for strategic assignments > €75,000 mini-competition applies.
